Serial killer Catherine Birnie will never be released from prison while Jim McGinty remains Attorney General, the minister said.
Mr McGinty said he had no sympathy for Birnie who has now served 20 years for her crimes.
Mr McGinty said no matter what the recommendation of the Prisoners Review Board, he would never sign off on her release.
"There are a small number of offenders whose crimes are at the worst imaginable end of the scale who should never be released and Birnie is one of them,'' he said.
"I have no sympathy for her.
"Even though her partner, David Birnie committed suicide a year ago and is no longer alive she has forfeited her rights to live as a free citizen.''
Birnie has been refused bail by the Prisoners Review Board and will now have to wait until 2010 when her case will be reviewed.
Catherine Birnie and her husband David Birnie kidnapped, sexually abused and murdered four women in the 1980s. They were caught when a fifth kidnapped teenager escaped from their Willagee house.
